Arc Features Comparison: On-Premise vs IBM PA SaaS
Arc can connect to IBM Planning Analytics (TM1) instances regardless of where they are hosted — on your own infrastructure (on-premise or private cloud such as AWS or Google Cloud) or on the IBM PA Cloud (Planning Analytics Software as a Service).
It does not matter where Arc itself is installed. What determines feature availability is where TM1 is hosted.

The table below shows which Arc features are available depending on whether TM1 is self-hosted (on-premise / private cloud) or hosted on the IBM PA Cloud SaaS:
